The Town Council may employ a Town Manager, to be the administrative head of the town government, and the Town Council may fix his or her compensation and terms of employment. Any Town Manager so employed shall serve at the pleasure of the Town Council. The Town Council may not employ one of its members as the Town Manager. The Town Manager must not be employed as a Town Manager of any other town at the time of his or her employment with the Town of Hagerstown.
