§ 53.82 DETERMINATION OF SYSTEM USE.
   (A)   The use of the town’s wastewater facilities shall be based on actual measurement and analysis of each user’s wastewater discharge, in accordance with provisions of §§ 53.66 and 53.67, to the extent the measurements are considered by the Manager to be feasible and cost-effective.
   (B)   Where measurement and analysis are not considered feasible, each user’s use of the facilities shall be determined by the quantity of water used, whether purchased from a public water utility or obtained from a private source, or by an alternative means as provided by division (C) below.
   (C)   The Manager, when determining actual use of the town’s wastewater facilities based on water use, shall consider consumptive, evaporative, or other water use that results in a significant difference between a discharger’s water use and wastewater discharge. When appropriate, the consumptive water use may be metered to aid in determining actual use of the wastewater facilities. The type of meters used to measure the water uses and their installation shall be approved by the Manager. If the discharger makes a claim that any information requested on this form is confidential, the information shall be submitted on a separate sheet of paper.
