2-1-5: RESPONSIBILITY:
   A.   The commission shall hold public meetings, hearings, work sessions, or use other means, to obtain input to the planning and zoning process. The commission will primarily deal with matters set forth in the local planning act 1 , and members should familiarize themselves of those state laws as well as the city ordinances.
   B.   The commission may also solicit information from and conduct meetings to consult with public officials and agencies and civic or professional organizations. As a result of such meetings, the commission may submit recommendations to the city council concerning the planning and zoning process.
   C.   Further, the commission is empowered to, but not limited to, the following:
      1.   Conduct a planning process designed to prepare, implement, review and update a comprehensive plan that includes all lands within the governing city council's jurisdiction to be ratified by the city council.
      2.   Hold public hearing prior to recommending the comprehensive plan, changes to the plan and ordinances.
      3.   Provide ways and means to obtain citizen participation in the planning process.
      4.   Recommend subdivisions and zoning ordinances.
      5.   Recommend changes to comprehensive planning and zoning ordinances prior to annexation of unincorporated area.
      6.   Recommend a map, a governing plan and ordinances for an area of city impact that is within the unincorporated area of a county.
      7.   Provide ways and means to obtain citizen participation in administration of ordinances.
      8.   Prepare a procedure for processing zoning permits; namely special use permits, rezone applications, planned unit development proposals, and variance applications.
   D.   The commission shall have the right to seek judicial process, as may be necessary, to enable it to fulfill its functions.
   E.   The commission shall review and update the comprehensive plan and all ordinances and make recommendations to the city council.
   F.   Any and all maps, plats, and replats of lands which require approval of a governing board or an officer or employee shall first be submitted to the commission for its suggestions within the time frame specified within the city subdivision ordinance and zoning ordinance.
