All subdivisions as herein defined shall be submitted for approval by the city council and shall comply with the provisions of this title. This title shall supplement all other regulations, and where at variance with other laws, regulations, ordinances or resolutions, the more restrictive requirements shall apply. This title shall not apply to any subdivision created and forming a part of any lot or lots forming a part of any subdivision created and recorded prior to the effective date hereof, except for the further dividing of lots.
