9-6-6: BANNER SIGNS:
   A.   Definition: A "banner sign" is a temporary sign having characters, letters, or illustrations applied to plastic, cloth, canvas, or other similar material, with the purpose of such nonrigid material being for background.
   B.   Conditions: Banner signs are permissible subject to the following conditions:
      1.   Permit Required; Exception; Duration Of Display:
         a.   A sign permit shall be necessary to erect or place a banner sign across State Highway 30 or on a property.
         b.   A sign permit shall not be issued to erect or place a banner sign across State Highway 30 or on a property until a site plan has been approved by the city.
         c.   Each banner sign must be permitted individually. Individual banner signs can be placed for a maximum of five (5) weeks; four (4) weeks prior to event and taken down no later than one week after event.
         d.   Arrangements for installation and removal of banner signs across State Highway 30 must be made in advance by the group or organization using the banner. Arrangements must be presented to the city in order to receive a sign permit.
      2.   Placement:
         a.   Banner signs are allowed on a property in any area that does not obstruct the view of intersections or driveways. Banner signs are not allowed on rights of way.
         b.   With permission, banner signs may also be allowed during social or athletic events at Coltharp Park or other city owned property. The banner signs can be attached to the gazebo, fences, stakes, or poles for a maximum of five (5) weeks; four (4) weeks prior to event and taken down no later than one week after event.
      3.   Appearance And Maintenance:
         a.   All banner signs shall be maintained with fresh paint or lettering and not be left unkempt. All signs shall look neat and professional with an artistic appearance.
         b.   A banner sign shall be securely attached at all times. Banner signs must be in good repair, taut, and vertical at all times with a sufficient number of holes to allow for airflow in the event of wind. (2010 Code)
