9-5-5: MOBILE/MANUFACTURED HOME PARK REQUIREMENTS:
   A.   Density For Mobile Home Parks: In no event shall the density exceed eight (8) mobile homes per gross acre. Density requirements shall be established as the minimum square footage or gross site area for each mobile home. If it is determined by the city council that a street widening or terminating dedication is necessary, the amount of land dedicated shall be subtracted from the gross site area when calculating the proposed density.
   B.   Application To Existing Homes And Mobile Home Parks: A mobile home, a manufactured home and a mobile home park, lawfully existing and in use at the effective date hereof may be continued although such mobile home park, mobile home or manufactured home may not conform to the provisions of this chapter as herein set forth.
   C.   Manufactured Home Parks:
      1.   Abandoning Standards; Council Approval Required: Every manufactured or mobile home park that conforms to any of the standards listed below shall not abandon any of the standards listed below without obtaining approval from the city council.
      2.   Central Facilities: Central facilities such as toilets, baths, or laundry rooms are not required.
      3.   Streets And Roads:
         a.   All spaces shall abut upon a roadway not less than twenty feet (20') in width which shall have unobstructed access to a public street or highway, as set forth in the city subdivision ordinance. Dead end roadways shall provide adequate vehicle turning space or cul-de-sac with not less than a sixty foot (60') radius exclusive of parking. Roads to service areas or storage yards shall be not less than twenty feet (20') wide.
         b.   Directory and regulatory signs shall be provided as required to assure maximum safety and convenience to occupants and visitors, consistent with accepted safety standards.
      4.   Minimum Requirements: Each manufactured home space shall be not less than forty feet (40') wide and one hundred feet (100') long.
      5.   Increase In Number Of Spaces: Any manufactured home park existing at the effective date hereof that increases the number of manufactured home spaces must bring the entire manufactured home park up to the specifications contained in this section.
      6.   Other Requirements: All such parks shall conform to the following requirements:
         a.   Shall be located on a well drained site with all roadways and spaces properly graded to ensure rapid drainage and freedom from stagnant pools of water;
         b.   All roadways and walks within a recreational vehicle or manufactured home park shall be all weather surfaced, maintained and adequately lighted. (1996 Code § 4-5-12)
   D.   Water Supply:
      1.   The park shall connect to the city water system. The water supply shall be easily accessible to each manufactured home space, shall provide not less than twenty five (25) pounds of pressure at all times and not less than one hundred twenty five (125) gallons per unit per day. All water supplies must be approved by the public works superintendent.
      2.   Manufactured home parks shall meet existing state fire code regulations.
   E.   Plumbing: All plumbing shall be within the standards set forth in the international building code and shall be subject to inspection and approval by the designated officials. (1996 Code § 4-5-12; amd. 2010 Code)
   F.   Sewage Disposal: All sewage shall be collected and disposed of in a sanitary manner, either in a public sewage system or in conformance with standards set forth in the state health district.
   G.   Electricity: All installations of electrical wiring and equipment in recreational vehicle and manufactured home parks shall conform to the minimum requirements of the state.
   H.   Yard Requirements:
      1.   Manufactured home parks shall set back at least ten feet (10') from any interior property line. The setback from any abutting public street shall be at least twenty feet (20') from the properly line.
      2.   In any required yard through which automobile access is taken between a public or private parking area and a street, no fence, wall, hedge or other vegetation shall be permitted which materially impedes vision from a public sidewalk to automobiles backing from said parking area(s) across said public sidewalk.
   I.   Parking Requirements:
      1.   There shall be one vehicle parking space at least nine feet by twenty feet (9' x 20') in size for each manufactured home space, with clear and unobstructed access to an accessway. Any parking in the accessway shall not fulfill this requirement.
      2.   Guest parking shall be provided on the manufactured home parking site (but not in the accessway) at the rate of one vehicle parking space of the dimensions set forth in subsection I1 of this section for each manufactured home space.
   J.   Skirting And Support Structure:
      1.   All manufactured homes shall be set on a permanent foundation and shall have compatible skirting of moisture resistant, noncombustible material or fire retardant wood, which must be maintained and not provide a harborage for rodents.
      2.   All spaces shall be provided with pedestals or blocking supports. Such systems shall ensure adequate support and be in compliance with the HUD and manufacturer's specifications as to setup procedures and conform to city building regulations 1 . (1996 Code § 4-5-12)
