It shall be unlawful for any person to dig or use, or cause to be dug or used, any privy vault or cesspool or connect any plumbing with a cesspool, or build, or cause to be built any privy building within the city limits, except upon written permit of the city council. All applications for such permits must be in writing and accompanied by a certificate from the council that said premises are not within three hundred feet (300') of a public sewer.
