8-1-12: BILLING PROCEDURE; DELINQUENCIES:
   A.   Monthly Statements; Responsibility: The city clerk- treasurer shall furnish to each property owner, landlord, tenant, or agent, a monthly statement of the amount due for water service for that month. The failure of any water user to receive notice or statement will in no way affect the obligation of the user to remit monthly as required. The property owner having rental property, apartments or trailer parking shall be responsible for tenant water charges.
   B.   Due Date: Bills rendered for water service are payable upon receipt and become past due eleven (11) days from the date on which rendered. When the past due date falls on a legal holiday or on a day when city offices are not open for business, the next regular business day is considered the past due date. When remittances are made by mail, bills shall be deemed paid on the date of mailing as shown by the postmark. (Ord. 984, 7-5-1995)
   C.   Delinquent Accounts; Discontinuance Of Service:
      1.   When bills are not paid within ten (10) days from the past due date, the city clerk-treasurer shall issue a fifteen (15) day notice of delinquency and intent to shut off and discontinue water service to such delinquent customers. If said bill is not paid within five (5) days, a twenty four (24) hour shut off notice shall be given prior to termination of water services. In case service is discontinued for delinquency, it shall not be restored until the delinquency is paid, or until arrangements for payment satisfactory to the city clerk-treasurer have been made, together with a fee as set by resolution of the city council for discontinuing and restoring service. Said fee shall be payable whenever a service trip is made for the purpose of discontinuing service because of nonpayment. (Ord. 984, 7-5-1995; amd. 2010 Code)
      2.   In the event that a delinquent customer fails to pay his bill within the time set forth in subsection C1 of this section, the city may discontinue city water service and enter upon the property for accomplishing such purpose. (Ord. 984, 7-5-1995)
