It shall be the responsibility of the city tree board to develop and administer a written comprehensive tree management plan for the care, preservation, pruning, planting, replanting, removal or disposition of street and park trees. Such plan will be presented to the city council and upon their approval shall constitute the official comprehensive city tree management plan for the city of Hagerman, Idaho. Prior to and following development of the comprehensive tree management plan the city tree board, when requested by the city council, shall consider, investigate, make finding, report and recommend upon any special matter or question coming within the scope of its work.
