The Administrator shall be the sole judge of the fitness of any applicant to be granted any of the licenses provided for in this subchapter and of the fitness of the location where any applicant my propose to engage in the business authorized by any of the licenses provided for herein. He or she shall have the power to authorize any of the licenses provided for herein to such person applying therefor, or shall have the right to reject the application and decline to authorize the issuance of the license. The Administrator will authorize issuance of the license provided for in this subchapter only to persons who meet the criteria for issuance of state licenses under KRS 243.100 and KRS 243.450.
