For disposal of solid waste materials in the city compactor, a monthly service fee of $1 shall be levied against and taxed to each sewer user within the city. Said service shall be added to and become a part of the amount due on each water and/or sewer statement, to be paid on or before the tenth day of the month following the month for which same is due. A late charge of 10% of the delinquent service fee shall be added to all monthly service fees paid later than set out above. The compactor unit service shall be made available to any person or household who resides in the city limits for the disposal of his, her or their ordinary household residential solid waste material.
