It is found that the state has mandated waste volume reduction goals for all landfill planning areas as stated in Iowa Code § 455D.3. Pursuant to achieving these goals, the Board finds the need to require commercial establishments and schools within the county’s Landfill Planning Area to separate all corrugated cardboard, mixed paper and tin/plastic/glass from their other refuse and recycle it through the county recycling program.
