(A) It shall be unlawful to do any excavating, grading, erecting, constructing, reconstructing, enlarging, altering or moving of any building or structure until a zoning permit shall have been issued by the Zoning Administrator. No zoning permit shall be issued by the Zoning Administrator unless the proposed building or structure or use complies with all provisions of this chapter, except when so ordered by the Board in the case of an appeal of an administrative decision, variance, special exception or conditional use granted in accordance with this chapter. It shall also be unlawful to use or occupy any building, structure or land, or to change the use or occupancy of any building, structure or land from one activity to another, or to change a non-conforming use, without the issuance of a certificate of zoning compliance.
(B) Detached accessory buildings 120 or less square foot in size, which are not attached to the ground in any way and which are located in the side or rear yard, shall be exempt from the zoning permit requirement.
