(A) The Board shall adopt rules of procedure in accordance with the provisions of this chapter. The Board shall elect its own Chairperson and Vice-Chairperson, who shall serve a one-year term. Meetings of the Board shall be held at the call of the Chairperson and at such other times as the Board may determine. Such Chairperson or, in his or her absence, the Vice-Chairperson, may administer oaths and compel the attendance of witnesses.
(B) (1) All meetings of the Board shall be open to the public and the presence of three members shall be necessary to constitute a quorum.
(2) The Board shall keep minutes of its proceedings, showing evidence presented, findings of fact by the Board, decisions of the Board and the vote of each member upon each question or if absent or failing to vote indicating such fact.
(C) The Board shall maintain a current, permanent record of its meetings and all official actions on file in the office of the Zoning Administrator and in a form convenient for public inspection.
