A certificate of zoning compliance shall be required for all lawful non-conforming uses of land or buildings. A written request for such certificate of non-conforming uses shall be filed with the Zoning Administrator by the owner or tenant of the building or land occupied by such non-conforming use, accompanied by affidavits of proof that such non-conforming use was legally established prior to the effective date of this chapter or was in existence prior to 4-13-1972.
