For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
ASSISTANCE. Food, rent, shelter, utilities, medical, fuel, transportation. Food does not include cigarettes or alcoholic beverages, but may include care and upkeep items such as laundry soap, household cleaners and other items of a non-food nature used for personal hygiene.
AWAITING APPROVAL AND RECEIPT. A poor person who has applied for assistance under any state or federal law: who pursued that application with due diligence; and who has not had that application denied.
(1) This does not include an appeal of a denial of benefits.
(2) It does include a person who has had an application denied and who reapplies after 18 consecutive months have lapsed since the date of the denial.
HOUSEHOLD. The individual applying and all members of the immediate family (spouse, significant other, children under 18 years of age, children over 18 years of age who are dependent upon the applicant and anyone else who is a dependent of the applicant for federal tax purposes) or anyone who reside(s) with the applicant as a HOUSEHOLD.
LIQUID ASSETS. Cash or any other item of net worth of the household that can be readily converted to cash within seven days.
NEEDY PERSON. A person or the household of that person who is domiciled in the county or who is a transient in the county for less than three days who, because of circumstances which are not attributable to that person, needs immediate assistance.
NET WORTH. Includes income or monies from any source, moneys due, savings and other deposits, stocks, bonds, real estate, cash value of life insurance policies, jewelry and value of all other real and personal property, but excludes clothing, engagement and wedding rings, usual household furniture, bedding, towels and similar equipment, one automobile and a homestead.
POOR PERSON. A person or the household of that person who is domiciled in the county and who because of physical or mental disability, is unable to engage in gainful employment and otherwise cannot make a living.
