Editor's note:
   Pursuant to Tex. Penal Code § 1.08 , “No government subdivision or agency may enact or enforce a law that makes any conduct covered by the [Texas Penal Code] an offense subject to a criminal penalty . . . .” Therefore, offenses contained in the Texas Penal Code have preempted duplicative city ordinances. This chapter only contains offenses that have not been addressed in the Texas Penal Code.
