Any party aggrieved by action of the issuing authority herein in the issuance of a permit hereunder may file a written appeal to the City Council as follows:
(A) Appeal must be filed with 20 days of the issuance or rejection of a permit hereunder.
(B) Appeal must set forth specifically the objections of appellant to the action of the issuing authority.
