The following activities will not be governed by this chapter:
(A) Public auctions permitted by the city.
(B) Garage or yard sales from garages or yards connected with a permanent residence except that there shall be no more than two such sales a year for a consecutive 48 hour period held from any one residence.
(C) “Flea markets” where authorized by the city planning and zoning authorities within city zoning ordinances.
