It shall be unlawful for any person, group or organization to conduct a parade upon the city streets or hold a circus, carnival, special event or tent show without first obtaining a permit from the city. However, this section shall not apply to funeral processions; school functions such as pep rallies, fund raisers, marching bands and the like; provided, such conduct is under the immediate direction and supervision of the proper school authorities, or a government agency.
