(A) It shall hereafter be unlawful for any person, firm, or association of persons to erect, or cause to be erected, any commercial or public access driveway and/or walkways within the Texas State Highway right-of-way, without first obtaining approval from the Texas Highway Department.
(B) It shall hereafter be unlawful for any person, firm, or association of persons to erect or cause to be erected any private, commercial, or public driveway and/or walkway within the city street right-of- way without first receiving approval from the Superintendent of Streets. Plans and specifications must be approved by the Superintendent.
