It shall be unlawful for any owner or occupant of any building or premises or any vacant lot or enclosure within the Business District of the city to leave or cause to be left in any building or on any premises in other than an approved receptacle, any paper, rags, ashes, sweepings, shavings, hay or straw, or any combustible material liable to cause a fire or that would be instrumental in spreading a fire.
