(A) Enforcement of this chapter shall be the responsibility of the Animal Control Officer.
(B) The Animal Control Officer, Chief of Police or any officer employed by him, and the City Code Compliance Officer shall have the authority to issue citations for any violation of this chapter. If the person being cited is not present, the Animal Control Officer may send the citation to the alleged offender by registered or certified mail.
(C) It shall be unlawful for any person to interfere with, hinder or obstruct an animal control agent, peace officer or other official engaged in the enforcement of this chapter including but not limited to the failure to release an animal for impoundment or any manner of interference with such impoundment.
