§ 71.17 STOP SIGNS.
   (A)   It shall be unlawful and an offense for any person operating a motor vehicle to fail to stop in obedience to a lawfully erected traffic control device in the form of a stop sign placed at the entrance to an intersection designated in the manner provided by this section as a stop intersection in the city.
   (B)   The Chief of Police, upon the basis of an engineering and traffic study, shall recommend the designation of stop intersections in the city and shall prepare and maintain a list of authorized stop signs in the city, which list shall be incorporated herein by reference for all purposes. The Chief of Police shall present such list to the City Council for review and approval.
   (C)   Upon approval by the City Council of the list of stop intersections, official traffic control devices (stop signs) shall be installed at each of such intersections as provided in § 70.15 of this Code. No such designation shall be effective until signs giving notice are posted on or at the entrance to such intersection.
   (D)   Traffic control signs, signals, devices, and markings previously placed or erected by an authorized officer or agent of the city and now in use for the purpose of regulating, warning, or guiding traffic, including stop signs already in place, are affirmed, ratified, and declared to be official traffic control devices, provided that such devices are not inconsistent with the provisions of state law or this Code.
