§ 71.15 IMPEDING TRAFFIC PROHIBITED.
   It shall be unlawful for any person, firm, or association of persons to park or operate a motor vehicle on the streets of the city, in such a manner as to impede or inhibit or obstruct the flow of vehicular traffic on the streets either directly or indirectly. However, this section shall not apply if such obstruction results from the lawful direction of a police officer, firefighter or traffic-control device, or obstructions cause by break-downs or accidents.
