It shall be unlawful for any person to install or use any septic tank for private waste disposal within the city limits except when public sewer is not available or when such septic tanks were in operation on the effective date of this section; provided, that the property is not located within 300 feet of a sanitary sewer main or 2,000 feet from Cedar Creek Lake. Whenever any septic tank is to be installed it shall be in compliance with the provisions of the latest edition of the “Construction Standards for On-Site Sewerage Facilities” as published by the Texas Department of Health.
