§ 51.10 SANITATION COLLECTION SERVICE.
   (A)   Every person owning, managing, operating, leasing or renting any residence, business, industry, manufacturing operation, warehouse or storage facility shall subscribe to sanitation collection service. The city shall provide this sanitation collection service through a private contractor authorized to provide collection service within the city.
   (B)   Furthermore, it shall be the duty of every owner, occupant, tenant, or lessee using or occupying any buildings, house, structure, or premises to place the daily accumulations of garbage in a container or containers as allowed by the city and place such container(s) at appropriate locations designated by the city for pick up.
   (C)   Every owner, occupant, tenant, or lessee using or occupying any building, house, structure, or premise within the city shall provide and maintain garbage cans or other receptacles of sufficient number and type to hold the garbage and trash that will normally accumulate on the premises.
   (D)   Subscription to the sanitation collection service shall be necessary in order to prevent accumulations of garbage and trash. Accumulations of garbage and trash is a public nuisance because it causes substantial diminution of the value of property in the neighborhoods where located and tends to create a fire and health hazard.
