§ 40.03 MANAGEMENT, USE AND OPERATION OF CITY-OWNED PROPERTY.
   (A)   Whenever it is necessary for the preservation or protection of property, the City Manager shall have full power and authority to establish written rules and regulations for the management, use and operation of any city-owned property. Such rules shall be known as Standing Rules and shall not be contradictory to this chapter or other ordinances of the city but may explain or clarify such requirements.
   (B)   Violation of Standing Rules shall be enforced by verbal request for compliance, and continued failure to comply may result in rejection from the park or refusal of services.
   (C)   For the purpose of this section, CITY-OWNED PROPERTY shall include, but is not limited to, municipal parks, athletic fields, administrative buildings, fire stations, city hall, animal shelter, health clinic, and any other property, whether vacant or developed, together with all buildings, facilities and parking lots located in or on such property.
