§ 33.01 PERSONNEL POLICIES MANUAL ADOPTED BY REFERENCE.
   (A)   The City Council hereby adopts the Revised Personnel Policies Manual, with amendments as may be subsequently approved by simple majority vote of the City Council, without the necessity of ordinance or revision of ordinance, as the official policy of the city with regard to personnel administration. A copy of the revised manual shall be kept on file in the office of the City Secretary and shall become a part of this code of ordinances as fully as if set out at length herein.
   (B)   All ordinances or parts of ordinances which are inconsistent or in conflict with any of the provisions of this Revised Personnel Policies Manual are hereby repealed.
   (C)   It is hereby declared to be the intention of the City Council that the sections, paragraphs, sentences, clauses and phrases are separable, and if any phrase, clause, sentence, or paragraph of this section or Revised Personnel Policies Manual adopted herein, shall be declared unconstitutional by the valid judgement or decree of any court of competent jurisdiction, such unconstitutionality or invalidity shall not affect any of the remaining phrases, clauses, sentences, paragraphs and sections, since the same would have been enacted by the City Council without the incorporation of any unconstitutional or invalid phrase, clause, sentence, paragraph, or section.
   (D)   This section and the Revised Personnel Policies Manual shall take effect immediately from and after its passage.
