(A) The city comprehensive master plan, adopted by ordinance on April 27, 1999, in compliance with state law, is hereby adopted by reference as part of this code of ordinances as if fully set out herein. The plan serves as a guide for land use development and regulations.
(B) A thoroughfare plan is hereby adopted to supplement the comprehensive master plan by reference as part of this code of ordinances as if fully set out herein.
