(1) The candidate(s) for elective offices receiving a majority of the votes cast shall be declared the winner(s). Should a runoff election be necessary, such election shall be held in accordance with the Texas Election Code and other applicable statutes.
(2) The returns of every municipal election shall be handled in accordance with the Texas Election Code. These returns shall be delivered from the election judges to the City Secretary at City Hall as soon as possible after the closing of the polls.
(3) In the event no candidate for an elective office receives a majority of the votes cast for that position in the regular or special election or there is a tie for first (1st) place, a run-off election shall be held between the two (2) candidates who received the greatest number of votes. In the event of a runoff election, such election shall be held in accordance with the Texas Election Code as if it were a runoff election with a specific date.
