The City shall have the power to construct and maintain, within or without its corporate limits, public improvements, buildings and other facilities necessary and useful in providing public services or for the public safety, quality of life, health, social and economic welfare of the citizens including, but not limited to, streets, flood control facilities, sanitary, water and storm drainage facilities, and airports, parks and recreation facilities, in, over, under or upon all public property and easements granted for that purpose.
