A malt beverage permit may be issued for the sale of malt liquors only at a picnic, bazaar, fair, rodeo or similar public gathering. No person holding such permit shall sell any alcoholic liquor except malt liquor on the premises described on the permit. The permit shall be issued for one (1) 24-hour period and shall not authorize the sale of malt liquors on the premises described for more than twelve (12) 24-hour periods by any one person in any one year by the same permittee.
