A. Established: The governing body shall from time to time establish the dollar amount which shall be assessed and collected by the town, prior to the time any utility services are provided by the town, as a deposit for each commercial service and for each residential service; such deposit shall be retained by the town until such time as all charges for utilities are paid in full.
B. Return Of Deposit: All deposits shall be returned upon termination of all utility service and payment of all charges due the town for anything whatsoever. In the event any amounts are due and owing the town for anything whatsoever, the charges shall first be deducted from any deposit so held by the town and the balance refunded to the consumer.
