No person shall purchase, obtain, receive, use or consume any electrical power, any natural gas, telephone service, telegraph service, water for domestic use and service, radio service, television service or other public utility service within the corporate limits of the town, from any source other than the town or a person or company who shall have first been granted a franchise and authority to so furnish such service by the town.
