(a) A Council rule is hereby established setting the voting rotation as follows:
(1) The vote shall be called in alphabetical order on each issue; and
(2) The person called for the first vote shall rotate on each issue.
(b) This rule does not mean that the rotation for subsidiary motions such as motion to suspend the rules and motion to declare an emergency would be different from that for the new main motion.
