(a) Nothing in this chapter shall prevent the reconstruction or replacement of house trailers, equipment, facilities and appurtenances which have been wholly or partially destroyed by fire, explosion, Act of God, act of public enemy or unavoidable casualty. Provided, however, that no such reconstruction or replacement shall be made with larger trailers or facilities which would in any way increase the size of such existing nonconforming use as of the time of the passage of Ordinance 408, on May 5, 1958. Provided, further, that before any such reconstruction or replacement shall be started, a permit therefor shall first be obtained from the Building Inspector. A fee of ten dollars ($10.00) shall be charged for such permit.
(b) Nothing in this chapter shall prevent the maintenance, repair or replacement of a house trailer or house trailers, or the facilities, equipment and appurtenances necessary and incidental to the nonconforming use, as used on May 5, 1958, when such maintenance, repair or replacement is necessary in order to comply with health, sanitary and safety requirements of the City. Provided further, that where the practice on May 5, 1958, was to rent out spaces for a house trailer or house trailers, the same practice may be continued. In no event shall the maintenance, repair, replacement or reconstruction permitted in this section be construed as authorizing the replacement or reconstruction of a house trailer or house trailers or facilities and equipment which would in any way increase the size of such nonconforming use. Before any such reconstruction, replacement or repair shall be started, a permit therefor shall first be obtained from the Building Inspector for a fee of two dollars ($2.00).
(c) Nothing in this chapter shall be constructed so as to work an abandonment or a cessation of the nonconforming use, as herein provided for, in the event that material or labor cannot be obtained in order to repair, maintain, reconstruct or replace a house trailer or house trailers or equipment, facilities or appurtenances incidental and necessary in the operation of the nonconforming use, herein described, due to civil commotion, strikes, or the marshalling of materials and labor for national defense.
