All motor vehicle vendors shall be required to comply with the following regulations:
(a) The vehicle shall have flashing lights on the front and rear on top of the vehicle.
(b) All vehicles shall be manned by two persons.
(c) Vehicles shall be prohibited from moving until all persons dealing with the vendor have returned to the sidewalk.
(d) Vending shall be prohibited except from 11:00 a.m. to 7:00 p.m. or dark, whichever comes first.
(e) The vehicle shall sell goods on the curb side only.
(f) The vehicle operating within the City shall provide a list of persons operating and using the vehicle and a copy of their insurance policy which shall provide limits of at least two hundred fifty thousand dollars ($250,000) per one person and five hundred thousand dollars ($500,000) for one accident, full personal injury and fifty thousand dollars ($50,000) for injury to property.
