733.15 DEFRAUDING OWNER OR DRIVER.

No person shall engage the services of an owner or driver of a taxicab with intent to defraud such owner or driver. Refusal to pay the proper charge or absconding without payment or offer to pay shall be evidence of such intent to defraud.
