Any person who shall use any vehicle, other than a taxicab licensed under and operating in accordance with the provisions of this chapter, for the carrying of the public generally as passengers for hire, reward, gift or other consideration, or who shall solicit such passengers, shall upon conviction be fined as provided in Section 733.99; provided, that taxicabs not licensed by the City may bring passengers into the City, but may not pick up passengers in the City for any destination.
