The Taxicab License Board may revoke any taxicab license or any taxicab driver's license when the Board finds that any provision of this chapter has been violated or when it finds that any proper rule or regulation of the Board has been violated or when it finds, with good cause, that the holder thereof is no longer a proper licensee of this City.
