Applications for taxicab licenses shall be made to the Taxicab License Board and shall contain such information as the Board may reasonably require. The Board shall issue a taxicab license whenever it finds public convenience and necessity requires such issuance. The holder of a taxicab license shall pay an annual fee of twenty-five dollars ($25.00) per license. No taxicab license shall be transferred from one holder to another without approval of the Board. The holder of a taxicab license shall at all times such license is held, maintain an office within the City.
