There is hereby created the Taxicab License Board. The Board shall consist of three members, who shall be appointed by the Mayor and the appointments shall be confirmed by a majority of the members elected to Council. Members of such Board shall serve for a term of one year commencing January 1 of each year. Members of such Board shall serve without compensation. Members of such Board shall elect a chairman and a secretary. Such Board shall designate the time and place of its meeting. Two members of the Board shall constitute a quorum. The Board shall act upon and grant or deny, suspend or revoke taxicab and taxicab driver's licenses. The Board may also place a taxicab owner or driver on probation.
