The following words and phrases, when used in this section shall have the meanings respectively ascribed to them in this section:
(a) "Board" means the Taxicab License Board as constituted in this chapter.
(b) "Public convenience and necessity" means a genuine need for additional taxicab transportation facilities in order to adequately and properly serve the needs and convenience of the general public of the City.
(c) "Taxicab" means and includes all motor-driven vehicles carrying passengers for hire on the streets of the City, except buses operated on regular schedules and over regularly established routes.
(d) "Taxicab driver" means the person driving a taxicab.
(e) "Taxicab owner" means and includes every corporation, association, person, firm or partnership, their lessees, directors, receivers or trustees or the hired, personal representatives or assigns of any deceased owner, owning, controlling, operating or managing any taxicab.
