505.14 RABIES IMMUNIZATION.
    (a)    No person shall own, keep, harbor or have charge of any dog over four months of age unless such dog has been immunized against rabies.
   
   (b)    Failure to display a current rabies immunization tag on a dog's collar, harness, leash or similar device, shall be prima facie evidence of lack of immunization. Lack of immunization shall subject such dog to impoundment.
    (c)    No prosecution for a violation of this section shall take place until at least three days after the owner, keeper, harborer or person having charge of any dog has been notified in writing of an alleged violation and has failed to demonstrate compliance with this section to the satisfaction of the Franklin County Animal Control Board.
   (d)    Whoever violates this section is guilty of a minor misdemeanor.
   (e)    Strict liability is intended to be imposed for a violation of this section.
