§ 1705.53 DEFINITIONS.
   CITY. The municipality known as the City of Grove City and any designated agent, including the City Council, authorized to act on behalf of the city.
   PAYMENT PLAN. A signed written agreement between the user and the city allowing the user to make payments to the city to pay any current or past due charges or portion thereof for a municipal utility by a mutually agreed-upon date.
   USER. Any person, firm, corporation, or entity to which the municipal utility services are provided.
