The City Council shall have the power to classify user types based upon use of property, demand, and electrical facilities furnished, and fix equitable use rates and charges therefor according to such classification. The city shall, at any time it deems advisable, meter the amount of electricity used by installing its own meter for purposes of classification of use. The Council shall have the power, by resolution, to modify from time to time any classification of user rates and charges as may be reasonably required.
