The borough shall make every reasonable effort, but does not, however, guarantee or assume any responsibility for having meters, transformers and other necessary equipment available for immediate installation as required to serve a customer under these rules and regulations. In cases where proper equipment is not readily available, the borough reserves the right to install temporarily such equipment as is available for a service and condition to which both the borough and customer are mutually agreed.
