The Borough of Grove City as owner of all borough streets shall be explicitly exempt from all requirements within this chapter. The borough shall use its own best practices for excavation and restoration. Additional exceptions to the requirements of this chapter shall not be permitted except upon written request by the applicant and approval by the Borough Manager. Exceptions shall be granted only upon a showing by the applicant that the proposed work is minor in nature and poses a minimal risk to public health and safety. The Borough Manager may request and utilize the recommendation of the inspector with respect to any exception request. The borough may impose any reasonable conditions to the granting of an exception.
