(A) The borough hereby officially establishes its compost site located off Greenwood Drive in the Borough of Grove City, Mercer County, Pennsylvania, for use by its residents only for dumping and removal of yard waste, i.e., tree trimmings, bushes, plants, garden residue, shrubbery clippings and grass clippings; provided further, that all grass clippings shall be disposed of at a designated location at the compost site.
(B) All nonresident individuals not directly associated with a commercial or industrial entity and all agents of nonprofit 501(c)(3) corporations may remove said yard waste so long as they are not involved in the resale of such materials.
